CORONA: A LESSON FOR PREPAREDNESS IN FUTURE


 Tragedies and disasters do not inform before they hit. The only solution to deal with them is in future is all-time preparedness. Today the world is reeling through the Covid19 with developed nations being hit the hardest by this pandemic covid19. The worldwide infected individuals according to the worldometer tally is 4,989,546 and the death is 324,974 as I write now.  Where America taking the lead and followed by Russia, Spain, and Brazil. The source of the origin of the virus is yet to be zeroed into. Every country is trying out its intellectual manpower to look for a sound solution. However, this pandemic has forced mankind to rethink its definition of being preparedness. The novel disease has taught the world that not just well-equipped technology is important but also the well-educated/scientific approaches by mankind are equally important. Out of many lessons taught, the disease has taught us how important is to be educated.  The herd immunization system of the approach by the UK has been an utter failure leading to the honorable PM of the UK himself battling his life and dead after being grasped by the deadly disease.The injection of the disinfectant system suggested by the honorable president of the United States has been ridiculed by the experts too. The plasma system adopted by many nations and henceforth followed by India has also been proved less promising. Hence the only solution we see today is the pragmatic approach to this pandemic Wuhan virus. The best performance in this fight against the covid19 has been shown by Japan, Taiwan, the Republic of Korea, and China itself. It's not that they have developed a vaccine against this disease or they have well equipped medical technology but the thing that helped these countries was their lifestyle of using a regular mask and living hygienic lifestyle, understanding the gravity of the situation and maintaining social distancing. And this all came because of being an educated mind.  The approach of India against the novel virus is the most conspicuous of all, the union minister chanting “Go corona go” and “Corona naraj na ho” has become the anthem of the nation during this lockdowns. This has proved that education is the best strategy for preparedness in future. In addition to this the racial slur by the mainland Indians for the northeastern people as “coronavirus” portrays how much we lack in basic education, it displays the fragile educational framework of the country.  The land of rising sun Arunachal Pradesh is not different either in these trends, the so-called civil societies and the student leader has also left no stone unturned to prove their mental incapacity. The better approach here should be appealing the government to repatriate the stranded fellow Arunachalees and asking the govt. to develop infrastructure for the quarantine facilities rather than taunting the govt. not to bring back the fellow stranded Arunachalees. Situations such as this show the lack of mental appetite of such leaders and societies. The panic attacks that people got just by the rumor of the locals being termed as a suspect by medical professions can only be sorted out by educating the correct information to the people. The social media has become a debate room on how stranded people should be repatriated. The dilapidated condition of quarantine facility surfaced in media is pathetic and it, again and again, questions the level of preparedness of the govt. such facilities should be well sorted and prepared in future.    On the economic aspect of the country, the country allots 0.8% of the economy for disaster management, the pandemic covid19 has forced us to rethink such meager allotment in future. Today the economy of the world has been put to halt. Every country`s economy is seen coming under recession, Japan being the first country to be declared recession hit and inflation going higher and higher despite the govt. best attempt to liquefy money into the market. The stock market and every industry are at the stack, because no man was ever prepared for this pandemic. The United nation estimated a 1% shrink in the world GDP and according to Goldman Sachs estimation, India might suffer a 45% fall in its GDP in late June. This pandemic has hit the hardest to the poor migrant laborers, despite the govt. and best attempts of NGOs it has failed to reach help to every people who are sleeping in an empty stomach. Despite the report of migrants committing suicide the govt. and the people are helpless today. Had been the relief package and the help from NGOs reached these poor people. According to the center for monitoring Indian Economy, it is estimated that unemployment would reach 24.2% nationally and 26% in the urban area itself, these unemployed population has no option other than resorting to being a daily wage earner. As a relief for the migrant workers' honorable minister of finance recently announced a package for the migrants' worker to provide free food for two months under the state disaster relief fund but this would take time for proper implementation, here the idea of “one nation one card” could have played a better role but the scheme of “one nation one card” is still on the stage of development, the faster adoption of such schemes would help the needy on road. There should be an arrangement of better means of transportation for these daily wage earners at the cheapest price, the govt. should rethink the way they are handling the daily wage migrant workers, these daily wage earners should be enlisted into the formal economy, because this would help these poor people in such extraordinary situation. In this quest, the government is also trying hard to lure the companies that are escaping from China, the govt. is ready to provide incentives and capital as much as possible to the escaping foreign companies. This would reflect in the FDI and FPI of the country. In domestic strategy for future the govt. should focus on the MSME sector for strengthening the economy of the country because it has been seen many times the maximum revenue is received from this sector and this is the sector that gives the highest employment to the country. In future the structure and budget allocation need to be followed in the Gandhian model of the economy that is from the grassroots’ panchayat level.
  The education system is on the path of total uncertainty, the students and the institution authority are awestruck and waiting for the next order from the govt. in future the colleges and schools should have been well equipped with modern technology such that, it facilitates the students to attend online classes despite being in the dormitory, It is relieving to know that many private institutions have managed to conduct classes online. The education budget of the country is hardly 3% of GDP whereas the European and American country despite such civilized society still invest 5% - 6% of their GDP in education. The govt. an initiative such as National Library and SWAYAM by the Ministry of Human Resource Development could come in handy but since these portal have not been habituated by the student before it is not in trend today despite the availability of lectures online, recently MHRD has ordered the UGC approved colleges to transfer credit up to 20% for the students. In future the preparedness of the education system can come by making mandatory of the educational institutions to use the govt. portals in its curricular system and developing the infrastructure of the schools and colleges. The govt. need to increase the educational budget of the country in future.  The law and order of the country have been proven as inadequate in many spheres of the daily activities , the police officer are seen battling with public , even the women are beaten away to control the crowd. This tells how desperately we need to implement the police reformation bills 2006 as ordered by the court. The common public rather than cooperating with the police are playing cat and mouse trying every best to dodge away the laws and orders issued by the govt. The preparedness of such situation in future can come by the proper education of the law and order and its importance in such an extraordinary situation, the legal laws and police officers should be thought to be seen a protector of the society rather that the culmination of our freedom. The inbound and outbound person needs to be recorded properly so that the sharing of information and flow of data for the chalking up of strategy should be done in adequate and appropriately as required.  The unpreparedness situation that rings our mind every time is the health sector of the country, the countries like China could come with a full-fledged Covid hospital in a week but our country has failed to provide even a basic health facility in several weeks, such lacking in capability of the government compels us to rethink the way we define the preparedness for the disaster. Such situation teaches us that the govt. have been less concerned about the health sector.The doctors and nurses should be provided with proper medical kits such testing tools and PPE kits. And proper enquiry upon the injustice that have been met with these frontline warriors, the families of these frontline warriors should be taken care by the government. The ideal approach in future would be, there should be a lifetime health insurance for the doctors and nurses, and this would be the best means of preparation for the extraordinary ordinary situation such as covid19.  Above all the domain that could have and claimed to be the most beneficial is our environment but this too have been turned out to be a myth in the state, where people have taken this opportunity as a time to hunt the birds and wildlife in the forest. We could see everyday people posting about the achievement they made on fishing by drying the streams and lakes. Today the world should understand the importance of sustainable ecosystem. We being an element of the ecosystem we should understand that the flora and fauna are important for our survival. We would not be wrong if we conclude that proper education and scientific approach is always important and is the only all-round tool that we can possess as weapon to defend the extraordinary adversary such as the pandemic covid19 in future.

In future the economy, environmental, social, education and legal system of the country needs to be well prepared to such pandemic because all these spheres sums to our life. Any anomaly in its management may lead to downfall of other sectors that are in sync.
